U.S. Strategic Bitcoin Reserve, established by Executive Order 14233 (signed 6 March 2025), capitalised with Bitcoin the federal government already held through criminal and civil forfeiture; the order bars sale of those coins. Implementation is unfinished: as reported by Bloomberg on 2026-07-06, no managing department has been designated and the DOJ Office of Legal Counsel is reviewing which agency may legally hold the assets.

status since 2025-03-06 · Announced but stalled. Established by Executive Order 14233 (6 March 2025), which directed Treasury and Commerce to develop budget-neutral acquisition strategies. As reported by Bloomberg on 2026-07-06 (via Bitcoin.com News and Crypto Valley Journal), the reserve remains unbuilt: Treasury and Commerce are in a jurisdictional dispute over which department administers it, the DOJ Office of Legal Counsel is working with both to determine legally available options, and officials are separately reviewing whether the government may hold Bitcoin indefinitely. No managing agency designated and no publicly confirmed open-market purchase as of 2026-07-27.

Holdings figure is an estimate, not an audited public accounting — none has been published. On-chain tracking (Arkham, reported by Bitcoin.com News) puts federal holdings at 328,372 BTC; Bloomberg's 2026-07-06 report describes "more than 300,000 BTC, worth roughly $21 billion". The conservative 325,000 BTC low-end figure is retained here pending an official accounting.

Bitcoin Law (2021); explicit national strategic-reserve framework. Accumulation continues under public 'one BTC per day' policy with periodic top-ups.

First country to formally adopt Bitcoin as legal tender and as a sovereign reserve asset. Holdings re-confirmed 2026-08-10 against the National Bitcoin Office's own published ONBTC Treasury wallet (bitcoin.gob.sv, /api/v1/wallet/ONBTC): 20 government-defined addresses totalling 7,739.37428655 BTC, rounded to 7,739 per §7. The address set is the one the state itself publishes — not an externally assembled cluster. Balance independently reconciled to the satoshi against a second node operator (blockstream.info). This is the first primary-source (methodology §5.1/§5.2) confirmation on this row; the prior 7,565 figure was secondary-sourced and dated 2026-02-15.
